Make breakthrough in administrative reform to create prerequisite for national development

On the afternoon of March 18, the Government's Steering Committee for Administrative Reform held an online conference to review the program on state administrative reform for the 2011-2020 period. The conference was co-chaired by Prime Minister Nguyen Xuan Phuc and Permanent Deputy Prime Minister Truong Hoa Binh, also Head of the Government's Steering Committee for Administrative Reform. Attending at the site of DakLak Provincial People's Committee were PPC Standing Vice Chairman Nguyen Tuan Ha and representatives of leaders of relevant departments and branches.

As reported at the Conference, the PAR implementation process in the past years in association with the implementation of the Socio-economic development strategy for the period 2011 - 2020 gained important achievements, contributing to promoting the national socio-economic development and international integration. Since 2012, the monitoring and evaluation based on the results and impacts of the PAR has been implemented effectively, improving the quality of PAR direction, administration and management by Government, ministries, sectors and localities. Theannually announced PAR Index of ministries, ministerial-level agencies, People's Committees of provinces and cities directly under the Central Government has become a good tool in PAR management, replicated in the administrative system at all levels. The survey and announcement of the Satisfaction Index of Public Administrative Services (SIPAS) has become an objective measure of the service quality of state administrative agencies and the contingent of cadres, civil servants and public employees.

In the process of implementing the Master Program, many ministries, sectors and localities have studied and applied effectively new models and initiatives. Since 2015, there have been about 461 PAR models and initiatives created by ministries and sectors have create, and about 6,124 by provinces, more than 16 per province on average. In general, most of them have been deployed and replicated within each province. In addition, there are also many models and initiatives that have been referenced and applied by provinces in accordance with their specific conditions and situations.
Over the past 10 years, the PAR has been implemented synchronously on all six contents including institutional reform; administrative reform; reform of state administrative apparatus organizations; renovating and improving the quality of cadres and civil servants; public finance reform; and administrative modernization.
In addition to these achievements, the Government's Steering Committee for Administrative Reform also pointed out such limitations as: PAR steering and administration has not been regularly and continuously implemented in a number of ministries, sectors and localities. Some ministries, sectors and localities have not seriously and effectively implemented it. The PAR inspection is sometimes ineffective and unstrictly. Speaking at the conference, Prime Minister Nguyen Xuan Phuc emphasized: As PAR is the responsibility of the entire political system, it is necessary to mobilize the participation of the people and society to contribute to building the administrative apparatus. In addition, the responsibilities of the leaders of administrative agencies in the implementation of PAR should be upheld, the results of the annual PAR Index and SIPAS are used to be the criteria to openly and transparently evaluate the leaders’ capability and responsibility. Ministries, sectors, localities and units need to enhance the online settlement in association with the control, evaluation and supervision of handling administrative procedures; improve the rate of online records and payment transactions; ensure data connection and sharing to serve administrative procedures settlement and online public service provision; improve relevant institution to create legal basis and build a basic database to serve the development of e-Government, digital Government ...
On this occasion, the Prime Minister awarded the Third Class Labor Medal of the State President to the People's Committee of Quang Ninh Province and the Department of Administrative Reform - Ministry of Home Affairs with outstanding achievements in the public administrative reform for the period of 2011 - 2020and delivered Certificates of Merit from the Prime Minister to 17 collectives and 22 individuals with many achievements in the public administrative reform for the period of 2011-2020.
