Focus on proposing key solutions to accomplish national target programs

On the afternoon of June 13th, the delegation of the National Assembly's Supervisory Delegation, led by Mr. Pham Phu Binh, Standing Member of the National Assembly's Foreign Affairs Committee, held a meeting with the People's Committee of Dak Lak on the "Implementation of National Assembly resolutions regarding national target programs in Dak Lak province." The focus was on proposing key solutions to successfully complete the national target programs in the province.

On the side of Dak Lak province, there was Mr. Nguyen Tuan Ha, Vice Chairman of the Provincial People's Committee. The meeting was attended by members of the Steering Committee for National Target Programs (NTPs) of the province.
According to the report presented at the meeting, the total budget allocated for implementing three NTPs in Dak Lak province during the 2021-2025 period is VND 7,338,762 million. The NTP for building new rural areas is allocated VND 1,846,152 million. The NTP for sustainable poverty reduction is expected to receive support of VND 1,470,426 million during the 2021-2025 period. The NTP for socio-economic development of ethnic minority and mountainous areas is projected to receive support of VND 4,022,184 million during the 2021-2025 period.

After two years of implementing the national target programs (2021-2022), Dak Lak province has effectively carried out the set targets, objectives, and plans of the NTPs, contributing to the socio-economic development in the province.
Rural infrastructure has been strengthened through increased investment, resulting in a noticeable improvement in the rural landscape. The living standards of people in rural areas have gradually improved, and the target for reducing the poverty rate has been achieved. The total budget allocated for implementing the NTPs over three years (2021-2023) is 3,431,875 million VND.
Specifically, the NTP for building new rural areas, as of the end of 2022, has seen 79 communes meeting 19 criteria, 17 communes meeting 15-18 criteria, 49 communes meeting 10-14 criteria, and 7 communes meeting 5-9 criteria. Regarding the NTP for sustainable poverty reduction, the poverty rate stands at nearly 11% (54,689 households), a decrease of nearly 1.9% (8,953 households) compared to the end of 2021. The poverty rate in poor districts is still over 39% (15,488 households), a reduction of nearly 5.7% (exceeding the target of 4-5% reduction).
In terms of the NTP for socio-economic development of ethnic minority and mountainous areas, 10 projects have been implemented in various economic and social sectors, which have helped reduce the poverty rate among ethnic minority communities to over 23% (35,982 households), a decrease of nearly 3.7% (5,533 households) compared to the end of 2021.

The total budget allocated by the state for implementing the NTPs in Dak Lak province from 2021 to 2023 is over 3.4 trillion VND, including 1 trillion VND for the new rural area program, nearly 700 billion VND for sustainable poverty reduction, and over 1.6 trillion VND for the socio-economic development of ethnic minority and mountainous areas.
In addition to direct financial support from the state budget, the province has also integrated investment from other programs and projects. It has implemented credit policies effectively and mobilized contributions from the people and other legitimate funding sources to fulfill the objectives and tasks of the NTPs in the province. So far, districts, towns, and cities have completed the establishment and staffing of the Steering Committees, and communes have established management boards in accordance with regulations.
Dak Lak province proposed to the Working Group to recommend to the Government to promptly review and find solutions to address difficulties in the application of circulars and guiding documents, ensuring uniformity, consistency, and practicality. The Ministry of Finance is requested to announce the funding support for each national target program so that localities can proactively determine the corresponding financial contribution.

Dak Lak province has compiled a comprehensive report on the implementation of the national target programs, which includes all the data provided in the report's appendix. The report has followed the required outline by the supervisory delegation regarding the implementation of the National Assembly's resolutions on the national target programs in Dak Lak province. The report provides complete information, reflects the implementation situation, and provides highly reliable information on the overall picture of the activities of the national target programs in the province.
However, Dak Lak province needs to supplement additional difficulties in implementing the national target programs, evaluate the ability to achieve the targets and objectives for the 2021-2025 period of the programs, integrate program implementation with ODA funding, improve information dissemination, inspection, and monitoring, and assess the level of participation of grassroots levels and beneficiaries in the process of developing implementation plans for the national target programs. Many recommendations in the report are still unclear in terms of content and do not demonstrate the decisive resolution of issues such as land and housing shortages, agricultural land, and clean water supply for ethnic minority communities, as well as the ability to achieve the objectives of the national target programs. The province needs to supplement statistical figures that reconcile the actual situation, implementation results, and the expected targets set for Dak Lak province as guided by the supervisory delegation.
On behalf of the delegation, Mr. Pham Phu Binh, Standing Member of the National Assembly's Foreign Affairs Committee, highly appreciated the efforts of Dak Lak province in implementing the national target programs. At the same time, the delegation has acknowledged the recommendations and difficulties of the localities to consolidate and recommend timely adjustments to the central government. The delegation also suggested that Dak Lak province should analyze and clarify the underlying causes of difficulties and propose solutions to effectively implement the national target programs in the coming period.
