Deputy PM Vu Duc Dam: Localities must care for needy people towards the goal of all people celebrating a happy Tet

On the morning of January 11, the Ministry of Labor, Invalids and Social Affairs (MOLISA) organized an online conference with the participation of Deputy Prime Minister Vu Duc Dam to map out tasks for 2021.

As reported at the conference, after 10-year implementation of the Socio-economic Development Strategy 2011-2020, 5-year implementation of the socio-economic development plan 2016-2020, the sector completed an important step of the socialist-oriented market economy in the field of labor and social affairs; respect market principles, reduce the State's intervention. Especially, no one is left behind.

Development of labor market institutions are gradually promoted the flexible and efficient operation of the market as usual in countries, promoting labor mobility between sectors and regions of the economy. The scale of human resources is expanded; the workforce increased from 54.2 million people in 2015 to 54.6 million people in 2020; labor structure is shifted in a positive direction; rate of trained workers increased from 51, 6% in 2015 to about 64.5% in 2020.

The unemployment rate remains low; particularly unemployment rate of working-age population in urban areas is lower than 4%. Policies for people with meritorious services to the revolution have been well implemented; the movement “gratitude, and when drinking water, think of its source” was promoted. Up to now, living standards of 99.7% of families with meritorious services are higher or equal to the average of local residents.
The rate of poor households according to the multi-dimensional poverty line had a rapid decrease from 9.88% in 2015 to 2.75% by the end of 2020. Up to now, there are over 3 million people, accounting for over 3% of the population have received regular allowances.

Concluding the conference, Deputy Prime Minister Vu Duc Dam asked the labor sector to continue to acting as a focal agency to advise the government on social security policies, especially policy on recognizing records of people with meritorious services to the revolution. He added that in the context of Covid-19 epidemic, we need to effectively fight against the epidemic while developing the economy. "Realizing the dual goals including economic development and caring for workers’ lives, especially workers affected by the Covid - 19 epidemic through support packages," Deputy Prime Minister said.
He also expressed his wishes that Ministries and agencies need to coordinate with associations, political and social organizations in order to benefit the disadvantaged people across the country. It is necessary to review regimes and policies in order that no one is left behind.
“To develop well, it is necessary to have a good social security system, specifically a good social insurance system. Therefore, it is essential to mobilize and propagandize people to change their habits of buying social insurance," Deputy Prime Minister stressed.
In addition, he expressed his hope that the sector need to be determined to implement the vocational education targets to catch up with higher education; the number of trained workers has been raised, the quality of workmanship has met international requirements.
He asked the sector to strengthen the implementation of drug detoxification and post-detoxification, and find new solutions. Synthetic drug addiction tends to increase and becomes more complex, while authorities do not have specific guidelines for determining synthetic drug users and appropriate detox therapy.
"Although the economy still faces many difficulties, localities need to have policies on supporting people for enjoying a happy Tet, and all people have a happy Tet." Deputy Prime Minister asked.
Dak Lak proposes to the Government, Ministries and central agencies:
1. Continue to carry out programs on poverty reduction and social support policies in the period of 2021-2025, while increasing support sources to invest in essential infrastructure in extremely difficult areas, in ethnic minority areas, mountainous areas and promoting support for production development, livelihood diversification, scaling up an effective poverty reduction model to sustainably reduce poverty and implement social assistance policies in the area.
2. To advise the Government on promulgating poverty reduction mechanisms and policies towards conditional support associated with the responsibility of the poor, limit free policy, and integrate policies towards agreeing, abolishing the overlapping and inappropriate policy, soon issuing amending and supplementing documents to replace the Government's Decree No. 136/2013/NQ-CP dated October 21, 2013.
3. On the basis of Resolution No. 88/2019/QH14 dated November 18, 2019 on approving the overall scheme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period, the Central Government will soon promulgate the overall scheme on local socio-economic development of ethnic minority regions for implementation.
