17th Dak Lak Provincial Communist Party Congress officially opens: Determine to implement targets proposed in Resolution 

The 17th Dak Lak Provincial Communist Party Congress, term 2020 – 2025, opened at the Conference Center of the provincial Party Committee on October 14. Politburo member, Deputy Prime Minister, Minister of Foreign Affairs Pham Binh Minh attended and directed the conference. Also present at the event were Central leaders, leaders of the Communist Party Construction Committees, Ministries, central agencies and unions; leaders, former provincial leaders, Heroes of the People's Armed Forces, Labor Heroes, leaders of local agencies and communities; and 349 official delegates representing more than 80,000 party members in Dak Lak.

At the Congress

In the 2015-2020 term, with the solidarity and efforts of the Party Committee and people of all ethnic groups in the province, Dak Lak has achieved and exceeded the targets set by the 16th Congress. The total product value in the period of 2015-2020 at current prices reached nearly VND455,365 billion. The average economic growth rate (GRDP) was 8.75% per year. Mobilization of social investment capital reached VND151 trillion. Total state budget balance reached VND30,679 billion.

Over the past five years, the province has had 4,937 newly-established enterprises, raising the total number of enterprises to over 10,374 enterprises. The per capita income was estimated at VND54.5 million, an increase of 1.67% compared to 2015. Average the percentage of poor households decrease from 2.5% to 3% per year, reaching 100% of the plan. Rural appearance has shown positive changes, it is expected that by the end of 2020, there will be 61 communes meeting new-style rural standards. Political security, social order and safety were maintained, and national defense was strengthened. Speaking at the opening session, Mr. Bui Van Cuong, Member of Central Party Committee, Secretary of Dak Lak Provincial Party Committee emphasized that despite facing difficult and challenging conditions, Dak Lak has still achieved important achievements thanks to the attention, direction of the Central level, efforts of Party Committee, government and people in all ethnic groups of the province. The economic growth continues to remain at a good rate; the cultural and social aspects have had many progresses; the material and spiritual life of the people in the province has continued to be improved; political stability, national defense and security were maintained; leadership and combat capacity of the Party Committee continued to be raised.

Secretary of Dak Lak Provincial Party Committee Bui Van Cuong suggested that the delegates attending the Congress should continuously enhance the highest sense of responsibility and intellectual concentration in assessing the status of implementing the Resolution of the 16thProvincial Party Committee’s Congress. The delegates should clarify the achievements and point out the shortcomings, weaknesses and causes; therefore draw out profound experiences in the process of leading and directing the implementation of political tasks of the entire Party, the Provincial Party Committee’s Secretary said.

According to Secretary Cuong, the Congress must thoroughly analyze potentials and advantages of the province and fully forecast difficulties and challenges in the next 5 years in order to support the identification of key tasks and breakthrough solutions. This will help promote the achievements and overcome the shortcomings to ensure the leadership and successfully organize the comprehensive implementation of the objectives and targets set by the Congress.

He suggested that delegates attending the Congress should uphold their responsibilities, promote democracy, and elect those with strong political bravery, moral qualities and leadership abilities to the 17th Provincial Party Executive to implement the political tasks effectively. At the same time, he recommended that the delegates should select excellent delegates who will represent the intellect, will and aspirations of the Party Committee and people of all ethnic groups in the province to attend the 13th National Party Congress.
