Vice Chairman of the Provincial People's Committee Vo Van Canh checks the progress of the Khanh Hoa - Buon Ma Thuot Expressway Project in Ea Kar District 

On October 4th, the working delegation led by Vice Chairman of the Provincial People's Committee Vo Van Canh conducted an on-site inspection and held a working session with the People's Committee of Ea Kar District regarding land clearance and the implementation of related packages for Component 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1, which passes through the Ea Kar District. Leaders from relevant departments and agencies accompanied the delegation.

The working delegation inspected the progress of package 01 construction at the Ea Rớt interchange (intersection of DT.699) Km72+900 and conducted an on-site inspection at the same location.

According to the construction unit, Component 3 of the project has a total length of over 48 km, passing through several districts of Dak Lak Province, including Ea Kar, Krong Pac, and Cu Kuin. As of September 29, 2023, a total of 246ha out of 332ha of land had been cleared and acquired, reaching 73.95%, equivalent to 37.44 km out of 48.09 km of the entire route, achieving 77.85% completion.

Regarding Ea Kar District, the total length of the project passing through the district is 13.5 km, with an area of approximately 104.3 ha for land acquisition. Specifically, Component 2 of the project (managed by the Ministry of Transport) covers 2.3 km/20.5 ha, while Component 3 (managed by the Dak Lak Provincial People's Committee) covers 11.2 km/83.8 ha. The district has announced the acquisition of 98.5 ha out of 104.3 ha, reaching 100% (with 5.9 ha related to roads, rivers, streams, Eatlit; canals, and the Ea Rớt junction that do not need acquisition). Land clearance for 87 ha out of 98.5 ha (88%) has been completed, equivalent to a length of 12.1 km.

Representatives from Ea Kar District provided an update on the progress of the project in the district. A total of 17 households were required to relocate, and after obtaining the residents' opinions, 16 households opted for cash support, while 1 household chose resettlement, and the arrangements have been completed.

Regarding Component 3 of the project passing through Ea Kar District, 78/83.69 ha (90%) had been approved, and it is expected to complete the approval process and fund disbursement by October 30, 2023. Land acquisition with an area of 78.6/84 ha, corresponding to 9.8 km/11.2 km, has been completed. There are 3 segments serving construction work with continuous lengths of more than 500 meters, and the contractor is currently working on them.

During the land clearance process, Ea Kar District encountered difficulties, such as the need to address 9.5 ha of forest land after compensation, which is still pending and requires guidance from the Department of Agriculture and Rural Development through official documents for implementation. Some households encroached on forest land for cultivation and have not received compensation or handed over the land. Disputes related to the origin and timing of land use between Ea Kar Forest Enterprise LLC and local residents have affected the land clearance progress.

During the working session, representatives from various departments and agencies discussed and analyzed specific cases and proposed solutions to resolve the difficulties and issues raised by Ea Kar District.

After conducting on-site inspections and receiving progress reports on the project implementation, Vice Chairman of the Provincial People's Committee Võ Văn Cảnh acknowledged the urgency and active efforts of the investor and local authorities involved in the project passing through the area. He emphasized that the Khanh Hoa - Buon Ma Thuot Expressway Project is a nationally significant infrastructure project with special importance for the local socio-economic development. To ensure that the project starts on time as required by the government, Vice Chairman of the Provincial People's Committee Võ Văn Cảnh requested Ea Kar District and the investor to expedite the land clearance progress for the remaining area. He also urged for the promotion of awareness among the local residents regarding the significance and importance of the project for the province's socio-economic development, thereby gaining the community's consensus during the project implementation. In relation to the implementation of the packages under Component 3 of the project, he recommended that contractors accelerate the progress, develop specific construction schedules, and ensure compliance with the specified construction timelines.
